Velocityman and Fusion

A cartoon superhero tale about two unlikely young guys who became heroes of their town of Sunny Side, Houston.

When an invasion occurs from a mutant reptile monster from Planet Goop, it arrives and wants to make marionettes out of the townspeople of Sunny Side, turning them all into his henchmen.

All spawning back to the Mayor, who, needing money for his poverty-stricken city, calls about a mystic who shoots gamma rays at Planet Goop, thereby causing a chain reaction attack.
