Dr. Margot W. Garcia is a program analyst with the USDA Forest Service; as part of a nationwide training program for the Forest Service in land management planning, she taught public involvement and land management planning.

Dr. Jerome Delli Priscoli is senior policy analyst at the Institute for Water Resources, U.S. Army Corps of Engineers, Ft. Belvoir, Virginia.
