Since Independence, organisational and procedural issues have occupied centre stage in the literature on Public Administration in India. The challenges involved in the reorganisation of the Government of India has at the same time been a major concern of the government. Several Committees/Commissions have been appointed to examine the working of the machinery of the government and its procedures of work. The volume brings together some important articles addressing these issues as well as important excerpts, drawn from the Reports of the First and Second Administrative Reforms Commission, the Fifth Central Pay Commission, and the Expenditure Reforms Commission, with a bearing on administrative restructuring. The volume dedicated to the memory of Shri L.P. Singh includes insightful addresses made by him in different forums. These addresses primarily look into some contemporary issues of governance: morality in public affairs, administrative leadership and training of civil servants and the monumental achievements of Sardar Patel in the context of Indian Administration.
