First published in 1881, under the title of "The Irish Land Question," but dealing, as it does with matters of universal and permanent importance, it still retained its value and popularity in 1893, when the title was changed.

Meant as an attack on Herbert Spencer for a position taken up by him ten years ago it was rather late in its appearance.
