The first part considers these in relation to the economic and social environment, comprising essays on social policy in relation to industry, urban planning, and housing need.

Further chapters consider social policies designed to meet individual needs such as education, health, and the maintenance of income. The final section deals with personal social services, and the relation of social policy to crime.
